The installer now also actively disallows installation on Windows 7. Python 3.9 is incompatible with this unsupported version of Windows.

Windows Server 2008 seems to be like Windows 7.

Thanks for guiding me in the right direction.
Sorry for the delay in replying, I've been trying different solutions with no luck.
win2008RC2 is not compatible with python34.
It is not a problem related to CGRU but to the OS where it was installed.
Upgrade to version ws2012 or linux is the solution.
